This paper reexamines the determinants of fertility levels and fertility decline, using panel data on Indian districts for and We find that women's education is the most important factor explaining fertility differences across the country and over time. Low levels of child mortality and son preference also contribute to lower fertility. The constraint on average growth rates, and hence on fertility and mortality, implied by these theories and the positive association of fertility and mortality observed in the historical record, may also help to explain the long-run shape of the demographic transition (Lee and Bulatao, , for example).
